Who we are

Industrial engineering rigour, applied to public-sector technology

National traffic, licensing and registration systems carry millions of records and underpin revenue, road safety and law enforcement. When they are specified poorly or managed loosely, the cost falls on the citizen.

Infopicture (Pty) Ltd is a Pretoria-based consultancy led by Johan Vorster, an industrial engineer with more than three decades on national transport information systems. We work for ministries, road agencies and the system integrators who serve them, and we bring the same discipline to each engagement: define the outcome, measure it, and hold the programme to it.

  • ClarityWe make complex and contested positions clear in documents, reports and decision papers.
  • RigourEvery deliverable is structured, evidence-based and traceable. Fact is kept apart from opinion.
  • AccountabilityWe own our outcomes and never pass risk downstream without prior agreement.
  • PartnershipWe build long-term relationships and leave capability behind in the organisations we serve.

What we do

Services across the programme life cycle

We work at the points where national programmes most often fail: unclear requirements, weak procurement, and loss of control during implementation.

Programme and project management

PMBOK-aligned leadership for multi-year, multi-vendor programmes.

  • Project charters, WBS and integrated schedules
  • Risk and issue management, RAID logs
  • Steering committee packs and status reporting

Requirements and specification

Specifications that a supplier can price and a client can test against.

  • URS, BRD and SRS development
  • Business process mapping
  • Requirements traceability matrices

Procurement and tender advisory

Support for buyers and bidders under national procurement frameworks.

  • Tender specifications and evaluation criteria
  • PFMA, PPPFA and PPDA compliance
  • Bid strategy and response preparation

Assessment and modernisation

An independent view of where a system stands and what it will take to move it.

  • Current-state and gap analyses
  • Architecture and modernisation roadmaps
  • Business cases and options analysis

Independent quality assurance

Oversight on behalf of the client throughout implementation and acceptance.

  • Design and deliverable reviews
  • Test strategy and acceptance testing
  • Contract and SLA performance monitoring

Migration and integration oversight

Control of the highest-risk phase of any system replacement.

  • Data migration planning and reconciliation
  • Interface and systems integration planning
  • Cut-over, transition and handover
Domain expertise

We specialise in the systems that identify drivers and vehicles

Generalist consultants learn these systems on the client's budget. We have worked on them for three decades.

  • 01

    Vehicle registration and licensing

Motor vehicle registration, licensing, roadworthiness and number-plate administration systems.

  • 02

    Driving licences and card production

Driver testing, licence issuance, and secure card personalisation to ISO/IEC 18013 and SADC layouts.

  • 03

    Biometrics and identity verification

Fingerprint and facial capture, AFIS matching, and integration with national population registers.

  • 04

    Traffic information and enforcement

National traffic information systems, fines and infringement processing, and road-safety data.

How we work

A delivery approach built on engineering method

Each engagement follows the same five-stage discipline, scaled to the size of the programme.

  1. Diagnose

Establish the current state, the stakeholders and the real problem to be solved.

  2. Specify

Translate policy and business need into measurable, testable requirements.

  3. Procure

Structure a fair, compliant procurement that attracts capable suppliers.

  4. Deliver

Govern scope, schedule, cost, quality and risk through to acceptance.

  5. Transfer

Hand over a stable operation and leave the client able to run it.

Outcome first. Our reports open with the finding and the recommendation. The evidence follows, quantified in weeks, Rand and risk ratings, so that decision-makers can act on them.

Where we work

Programme experience across Southern and East Africa

We understand the institutional, legislative and procurement settings of each country we work in, which shortens the path from mobilisation to results.

Sister company

Ciber Consulting

Ciber Consulting (Pty) Ltd is Infopicture's sister company: an independent technology and programme advisory firm that helps African public institutions move national-scale technology programmes from policy and procurement into secure, sustainable operation. Where a programme calls for a larger multidisciplinary team, the two firms work together.
